The exercise of land utilisation policy : Town planning deeds
According to article 2 of Law n2004/003 of 21 April 2004 regulating urban planning in Cameroon, the Cameroonian territory is the common heritage of the Nation. The State and decentralised territorial collectivities are the administrators and managers.
The law regulating city planning predicts in it title 3, rules relative to land usage and construction deed. It is supported by decree n2008/0739/PM of 23 April 2008 fixing land utilisation and construction rules and decree n2008/0740 of 23 April 2008 fixing the regime of sanctions applicable to offences to town planning rules.
To properly enjoy his piece of land, first and foremost there should be operation management, obtain authorisations guaranteeing his rights and his obligations.
At each step of using the field, all field proprietors should obtain from the council, authorization giving him full right on his parcel.
According to specifications of law texts on land use policy in Cameroon, six urban deeds exists which are:
- Town planning certificate
- Authorization to plot Implantation permit
- Construction permit
- Demolition permit
- Certificate of conformity.
